Phase 4 of Empire Legacy, located in Thorold, is 15% complete and construction is moving along steadily.
On Sunflower Cres. homes are in various stages of progress, with some homes at the exterior finishes stage while others have foundations in progress. On Blackberry Lane, several homes have framing in progress, while on Daisy Lane framing windows and roofing are in progress
The detached homes on Lavender Road are in the excavation, footing, foundation stage, while various lots on both Higgins and Lemon Ave. are in the excavating stage — with sidewalks set to start early summer, followed by driveways and sod on Lemon Ave.
