Empire Communities plans to build 115 homes in Royal Oaks Landing, a new gated community in the Westchase area. The neighborhood, in which homes will be priced from the $450,000s, is being developed at the northeast corner of Westpark Drive and West Houston Center Boulevard. On-site amenities will include a pool and clubhouse.
